The goal of the GATT/WTO system is to facilitate the full utilization of the world's resources, higher living standards, population growth and trade in goods. Is this goal, which is summarized by economic growth and the well-being of the population, being achieved for the CEMAC States? Legal positivism and hermeneutics, which is classically defined as "the art of correctly interpreting texts", will guide us in the answers we propose to this question. The exact and deep knowledge of the stakes and perspectives of the multilateral trade negotiations for the CEMAC States will constitute a decision-making tool for the community leaders of Central Africa who will know which levers to activate in view of a real economic growth of this region and a social well-being of their populations.
