Government transformation from department-centered to a citizen-centered way of working, demands the vision of government service accessibility to the common people in their locality, through simple service delivery output and ensuring efficiency, transparency and reliability of such services at affordable costs to meet the basic needs of a common man. Changing towards better effectiveness, governments should seek for models of administration that will be able to respond to the needs of citizens (clients) with a minimum response time, with thin and flat administration.
