Inhabitants always complain about the lack of development of the territory, yet territorial development raises in particular the question of shared governance between governmental institutions and local actors. Learning becomes a central concern to enable actors to participate in this dynamic and it is necessary to reflect on the modalities of its accompaniment. The major problem observed in this territory and which preoccupies the population in terms of the environment remains unhealthy, in social terms it is overpopulation and in economic terms reference is made to the monthly income compared to the country's insufficient economy. The Congolese government and the authorities of the urban commune of Bagira are called upon to promote social cohesion, the capacity of our society to ensure the well-being of all its citizens.
