The codification and progressive development of the rules applicable to international law are means of consolidating the legal order in international relations and serving the purposes of the United Nations; to avoid catastrophe for humanity. Theoretically, they could be used to establish the instruments necessary to remedy the violations of States in the maintenance of international peace and security. The decisions taken by the Security Council seem to persist in an increased inefficiency as a result of or in the face of the divergent political orientations of certain members with a special status and a separate right. This unjustified status quo jeopardizes the UN's hope for the members, continues to distort the action of the main body and leads, in practice, to a growing rejection of its legitimacy.
