To the Russian reader he was more familiar as a diplomat and actual leader of German foreign policy, it was Byulov who proclaimed "the struggle for a place under the sun" and made a significant contribution to the outbreak of World War I. However, his domestic political activity is still little known not only to a wide range of readers, but also to specialists. What did the Chancellor's reforms lead to? Did he bear the blame for the collapse of Kaiser Germany in 1918 or, on the contrary, did his actions make the country relatively softly through the crucible of the revolution?
