The purpose of this study was to examine the impact of leadership in child care, protection and justice act influence in order to change the scope of child abuse in Lilongwe Urban. The population included police officials, learners, teachers, parents, child protection personnel (from child focused NGOs, government and community committee) and pastors. The results show that an increase in child abuse cases is attributed to Malawi not having a comprehensive policy on child protection, poverty, cultural and traditional beliefs, systems and structures that are weak and fragile.
