El Dr. Wijayantha Ukwatta es profesor titular en la Fundación Sri Lanka. Obtuvo su doctorado en Sociología en la Universidad de Wuhan y su máster en Política Internacional en la Universidad de Pekín (China), así como su licenciatura en Historia con matrícula de honor en Sri Jayawardanepura.
