The book asserts, however, that climate change threats could provide an opportunity for strengthening regional security forums and engagement, Kenya and other partners in the region. It concludes that humanitarian aid and disaster-relief operations, in particular, provide opportunities for Kenya in military engagement on activities that can build trust and confidence, and develop the capability to inter operate in the provision of support- and security-related activities in the region and elsewhere.
