NKIE FOUDA ULRICH LEVIS nasceu a 19 de março de 2002 em Yaoundé, nos Camarões. Possui um mestrado em Direito Público com especialização em Direito Internacional e Comunitário Público pela Universidade de Yaoundé II. É investigador no C.E.D.I.C da mesma universidade e tem acesso ao centro de documentação da Escola Superior Internacional de Guerra de Yaoundé (ESIG).
