The objective of the thesis presented is to know the reasons that the Colombian government has for not ratifying the Kyoto agreement in its initial part that seeks the harmonization of the customs regulations in international business matters. Likewise, the reasons for not ratifying the Kyoto Convention in its 1999 amendments and additions regarding the management and conservation of the natural environment and ecosystems. The reasons that the Colombian government has for not complying with international treaties and agreements signed and ratified by the national government, especially in the area of recognition of degrees and diplomas granted by Higher Education Institutions from other countries with which it has free trade agreements and other agreements. The results found made it clear that the Colombian government lacks clarity in the application of international treaties and agreements that would facilitate national citizens and international investors in carrying out procedures and obtaining validity in their actions applicable to international regulations.
