Purpose of the Study The study runs through 8 chapters, Their purpose is to: (1) present evidence to show that since the 19th century colonial policy in southern Africa, that part of the continent south of the Equator, caused conflict between colonial governments and Africans (2) present materials to show that colonial governments formulated policy in five key areas of national life to control Africans more effectively so that the resources of the sub-continent could be exploited successfully (3) remind national leaders in southern Africa of their solemn responsibility to serve the best interests of their people and countries, not to exploit the positions they hold for their own personal gain. (4) show that the response of Africans to colonial policy was a natural reaction of a people who were under colonial oppression. (5) show that colonial policy was quite consistent with traditionally negative views of Africans and their place in colonial society. Rationale of the Study Nations of southern Africa, like other countries in the Third World, are experiencing enormous problems caused by the failure of their national leaders to develop and implement policies that are based on clear ideology, which, when put into practice, would result in national development and avoid conflict. When national leaders remain in office too long they no longer respect the wishes of the people. They should retire before this happens.
