The main thrust of this research is to examine the Ethio-US partnership in their effort to fight terrorism in the Horn of Africa. The study tried to examine the reason why the al-Shabaab attack is getting intense while there was already counterterrorism operation in the horn of Africa. It tried to see the main reasons why the counterterrorism in the region is failing to eradicate al-Shabaab and remain to be a safe haven for it and other allied international terrorist groups. In this approach combating al-Shabaab in the Horn of Africa requires contribution of all especially the strong powers such as the US, EU and other western states to make the Horn of Africa unhospitable to terrorism. In one aspect military intervention alone cannot uproot terrorism. In addition, employing soft methodologies such as expanding democratic values and diplomatic measures.
