First of all, it should be pointed out that this research work has been carried out due to the author's interest in knowing the influence of the Peruvian heads of state's communication during the years in reference. It was mainly taken from the end of Alberto Fujimori's government, the transition government of Dr. Valentín Paniagua and the beginning of Dr. Alejandro Toledo's government.The main objective of the work was to analyze how the communication of the heads of state has influenced the governability of Peru during the presidential periods of 1999-2002.According to the characteristics of the research work, we can specify that the research is of a descriptive-explanatory type with a non-experimental design. To this end, a questionnaire has been applied to congressmen and specialists in communication and governance issues.This questionnaire has been elaborated according to the described dimensions and was validated by specialists in the subject of study.
