The concern with sustainable development and actions with environmental management has been gaining increasing space in public management. This has been taken through media channels and legislation focused on the environment, implemented in the national context. This research had the opportunity to evaluate the existing gap in the municipal public administration regarding the Environmental Management System (EMS) in relation to the form of registration, licensing and operation of enterprises in the municipalities of Leopoldina and Manhuaçu, both located in the Zona da Mata Mineira. The data obtained indicate that the bodies responsible for the environmental sector try, in some way, to direct alternatives, but acting in isolation and thus not achieving the success expected by society. The municipalities have a good economic potential favoured by their geographical locations. The objective of the research was to elaborate a Computational Tool for Management of Municipal Environmental Management System.
