The authors examine the relationship between President George W. Bush and the U.S. Congress through six case studies from the first six years of the Bush presidency, including: education reform, campaign finance reform, intelligence reform, creation of the Dept. of Homeland Security, the response to Hurricane Katrina, and the effort to reform Social Security. Each case is examined to determine who provided the critical elements of political leadership: direction, coherence and energy.
