The observation to be made when diagnosing Congolese normative production, from independence to the present day, is that the Congolese legislator (stricto sensu or lato sensu) has not taken much trouble to adapt laws and regulations to the prerequisites of the modern rule of law. It has not taken into account the evolution of Congolese society, the imperatives of modernity and the requirements of the rule of law.
