The study blends the Qatari culture and American programs through the construction of a culturally sensitive model of a doctoral educational leadership program to be utilized in the State of Qatar. The methods of research in this qualitative study consisted of content analysis, survey, and follow-up interviews. Four American doctoral educational leadership programs were examined and analyzed to identify the main aspects of their programs that could be used to inform the construction of the Qatar program. Thirty-nine educators who are working in the educational field in the State of Qatar responded to the survey to provide information about the educational leadership needs in the State of Qatar. The study provides information on the educational history of the State of Qatar, the current educational commitments of the country, Qatari Culture and Education, Educational Leadership in the State of Qatar, A Debate about Effective Educational Leadership Doctoral Programs, NCATE Accreditation, principles of Curriculum Design for an Educational Leadership Program, and a proposal for a Qatari doctoral program in educational leadership and the justification for its components.
