This research shows the reader an analysis of the context and of the violence in which the youth population in Colombia finds itself. The text is exposed with official figures obtained by the Criminal Responsibility System for Adolescents, as well as the experiences of these guidelines from the study in two Non-Profit Organizations in which young people comply with some of the sentenced measures. From a political and critical perspective, it is analyzed how the System responsible for judging juvenile offenders can contribute through its programs, policies and approach to the positive re-socialization of the young person and the construction of him and her as citizens guaranteeing rights but also duty-bearers.The reasons why young people have not been able to fully exercise their citizenship beyond the electoral periods in the country are then investigated and analyzed.
