The State-Region Project (or now Plan) Contract is the cornerstone of regional planning policies. The use of contractualization is increasingly widespread in the public sector. In the face of the decentralization movement since 1982, it is a management tool that is changing the relationship between the State and local authorities. In fact, is it not a way to make the latter contribute to projects already listed by the ministries? Based on interviews with the main stakeholders, the book answers this question during the negotiation and implementation of this framework agreement. It tends to organize public investments and expresses an administrative polycentrism. The legal analysis of the term "contract" in this context addresses several issues for law students. That of execution will be of particular interest to students of economics and/or management. Finally, every citizen will be informed about the use of public money that transforms our landscapes and our ways of using public space now and in the future.
