This study focuses on development cooperation. A text taken from the same author's graduate thesis defended in December 2022 at the Institut Supérieur de Développement Rural de Bukavu " ISDR BUKAVU ". The case illustrated is that of USAID, one of DR Congo's partners, which has invested a significant amount in the progress of young people in the city of Bukavu through the ADIJ project. A consortium of four international organizations, including FHI360, took the lead in implementing the project. The work provides an understanding of the actions carried out by FHI360 in this project, focusing on its contribution to the progress of brokers at grassroots level. Under the theory of organizational performance, the study illustrates the performance aspects of Génération Epanouie, a youth organization involved as the project's implementing broker. A positive and negative critique of the project's achievements in meeting the current needs of young people in the city of Bukavu is offered, and a strategy for the performance of local organizations in the study area is proposed.
