We base our conclusions on analysis of the experience of certain Asian countries most oftencited as successfully navigating the crisis; a review of the growing body of relevant literature;direct experience in the healthcare delivery system; and an analysis of previous economiccrises.1. Prepare to fight and win a war: Build a true command center with sufficient resourcesand authority; Find talented people (within and beyond government) with the necessary skills;especially in operations and logistics; and invest in the most relevant data and information, aswell as the capability to adapt based on the "facts on the ground."2. Engage across six domains and multiple theaters: The six key domains are (i)foundational public health, (iii) societal compliance, (iii) health system capacity, (iv) industrysafeguarding (v) protection of the vulnerable, and (vi) economic health. Theaters of the COVID-19 War will be in cities, counties, and, in some cases, neighborhood. the commandcenter needs to coordinate and integrate "joint operations" across these domains andtheaters. At present, most cities and states are engaged in two or three domains, oftenindependently and with inadequate adaptation.
