Galina Mezhenceva se licenció en la Facultad de Historia del Instituto Pedagógico Estatal de Smolensk. En 1995 completó sus estudios de postgrado en la Universidad Pedagógica Estatal de Moscú. Desde 1995 - candidato a las ciencias pedagógicas. Desde 1997 - profesor adjunto. Cargo: profesor adjunto en el departamento de pedagogía especial y psicología de la Universidad Estatal de Smolensk.
