Festus E. Obiakor, Ph.D. is a Professor in the Department of Exceptional Education at the University of Wisconsin, Milwaukee. A teacher, scholar, and consultant, he has served as a Distinguished Visiting Professor at a variety of universities, and is the author or co-author of more than 100 publications, including books, articles and essays.
