This research aims to evaluate the creative potential of the city of Palmas, capital of the state of Tocantins, through the management of culture in the municipality. To this end, a bibliographical and documentary investigation was carried out into the Creative Economy, bringing the theoretical framework closer to the reality of the capital of Tocantins. The data analyzed reveals that promoting the improvement of individuals' living conditions through the use of intangible assets, especially the cultural variable, is a development strategy that transcends the theoretical field and allows us to identify a direct relationship between the adoption of public policies linked to the Creative Economy and the improvement of the population's living conditions.
