César Zabala Fernández (born June 3, 1961 in Luque) is a retired football (soccer) defender from Paraguay. He played professional football in Paraguay for Cerro Porteño, and had short spells in Argentina and Brazil. Zabala made his international debut for the Paraguay national football team on February 3, 1985 in a friendly match against Uruguay (1-0 loss) in Montevideo. A participant at the 1986 FIFA World Cup in Mexico he obtained a total number of 49 international caps, scoring three goals for the national side.
