Il est le directeur du programme d'expérience de travail industriel des étudiants (SIWES) de l'université.Le Dr Oteh est titulaire d'un doctorat, d'une maîtrise, d'une maîtrise en éducation, d'un baccalauréat en éducation et des RCE comme qualifications académiques. Il est professeur associé d'études curriculaires à l'Université d'État d'Abia, au Nigeria.
