David Stuart Havard (born 7 February 1950) is a British Labour Party politician, who has been the Member of Parliament (MP) for Merthyr Tydfil and Rhymney since 2001. Before then, he had been a secretary of the MSF union. The Labour Party is a centre-left democratic socialist party in the United Kingdom. It surpassed the Liberal Party in general elections during the early 1920s, forming minority governments under Ramsay MacDonald in 1924 and 1929-1931. The party was in a wartime coalition from 1940 to 1945, after which it formed a majority government under Clement Attlee. Labour was also in government from 1964 to 1970 under Harold Wilson and from 1974 to 1979, first under Wilson and then James Callaghan.
