We tried to identify the current problems while projecting ourselves into this new dynamic driven by the strengthening of decentralization with the event of Act III. The main recommendation remains the continuation and finalization of the legislative process of the draft forestry code. Indeed, legislative drafting, understood as the art of making laws, includes an essential temporal dimension. A good text takes time. But a good normative text is also a text that arrives at the right time. Between these two obvious points, there is a central question: how much time does the drafter need to draft the standard?
