The decentralization process in Cameroon has accelerated since the creation of the Ministry of Decentralization and Local Development (2018). The effective establishment of the Regions with the election of Regional Councils is imminent. The author's conviction is that human resource management is a cardinal element for the success of this reform of Cameroon's local public sector. The first meetings of the Commune have largely returned to this issue which had already been the subject of an attempt at reform, with the MINATD decree making the tables of standard jobs and the organization charts of communes and urban communities enforceable in 2009. The author analyzes the inconsistencies of the above-mentioned reform project and makes suggestions, such as the creation of a National School of Local Administration, the establishment of a local civil service by Decree of the President of the Republic, the determination of a concerted chronogram of implementation of the said reform withlocal elected officials and all actors, without forgetting the arimage of the discourse to reality by stopping talking about local civil servants or CTD staff.
