It is not automatic that when services are taken nearer to the consumer, it will easilly be accessible as originally belived to be by the promoters of decentralized governance. This is to the contrary in an African perspective as proved in this study. This as a result has generally exacerbated poverty especially in urban areas in Africa than before.
