Teachers have both physical, social as well as psychological needs. In order for them to work comfortably these needs must be fulfilled. With the introduction of Decentralization it was expected that all matters concerning teachers management and professional Development support will be provided at the local areas, as all powers on administration and financial decisions were sent to local areas. The issue of recruitment was also left on LocalAdministrative authorities. Any Government which cares about Quality Education, must first care about teacher's needs!

Imelda Gervas, holds a Masters Degree in Educational Management and Administration of University of Dar es salaam. Currently she teaches at Sokoine University Tanzania in the Department of Education. Before joining this University, she worked in various Educational Institutions, teaching and counseling students in Educational and Social matters.
