The Democratic Republic of Congo, once immersed in the stifling abuses of dictatorships and the unpredictable vicissitudes of democracy, now aspires at all political levels to free, democratic and transparent elections. However, the aspiration for free, democratic and transparent elections must be a smooth one and requires that a candidate wishing to run for any other political office must put into practice modalities for the successful conduct of his or her electoral campaign. Thus, the responsibility of a candidate for presidential, legislative and municipal elections must, above all, be judged on the basis of the acts of preparation, the summary of the essential elements of his or her electoral campaign, the attitudes to be adopted and the strategies to be pursued. The magnitude and peril of the responsibility will take into account the different grievances and/or demands of the community to lead it towards the desired path, i.e. that of development. And if success is not a decisive moral criterion, failure is certainly one: because what is expected of the leader (candidate) is what he commits himself to do, to lead an effective action.
