Research on the execution of strategic plans conducted all over the world has communicated that despite excellent strategies being formulated a few have been implemented successfully. Many learning institutions have not completely executed strategic plans because of challenges arising during the implementation process. The motive of doing this research is guided by the desire to establish the determinants of effective implementation of strategic plans in public secondary schools in Kisii County. The research was guided by these objectives: to assess to what extent the professional qualification of school principals guide the execution of strategic plans, to assess how resource allocation facilitate the implementation of strategic plans, to assess the role of the Board of Management in resource mobilization impact the execution of strategic plans and finally to assess the role of stakeholders (teachers, parents) in carrying out strategic plans. Resource Dependency Theory was employed since it explains that organizations depend on limited available resources in order to survive. The researcher employed a descriptive survey design.
