This document has been edited from its original form. Segments of the Introduction (Chapter 1) and Review of Literature (Chapter 2) were changed primarily for formatting reasons. This included the removal of assumptions, definitions of terms, relevance to educational leadership (as defined by my institution) and summary. All summaries were removed from each chapter. Other changes were in page formatting, numbering and the location of tables, graph, equations and figures. No changes have, or had been made to the other chapters, most notably method and results.

Sean M. Lennon is an assistant professor in the department of Middle, Secondary, Reading and Deaf Education at Valdosta State University (VSU). His research interests include teacher leadership and social studies education. Before joining the faculty at VSU he was a social studies teacher for ten years, in both middle and high schools.
