In Thailand, every citizen has a different English background (Pruksanubal, 2006). The ability to communicate in English is seen as one of the important elements in developing human capital (Bureau of International Cooperation of Ministry of Education, 2005; 2006). However, English teaching and learning in Thailand is likely to be ineffective in producing perfect Thai English users. The immigration officers are required to have sufficient English speaking skill to provide accurate information and solve the problems for the foreign tourists during their stay in Thailand but they confront with speaking problems. The initial coursebook was designed in 2010 but it did not cover needs for them in real-life situations based on English training evaluation. As a result, this study focused on the developing materials based on the immigration officers' oral communication needs at Suvarnabhumi and Donmueang Airport and the Government Complex.
