In the monograph the results of research are reflected, which allow to complete the historiography of pre-revolutionary and post-soviet periods, to highlight important aspects of judicial reforms in Russia in the period from 1864 to 2008, to understand the conditions that influenced the activities of justices of the peace, to determine the distinctive features of functioning of justice of the peace in the second half of the XIX century and the end of XX - beginning of the XXI centuries. The results of the study can be used: in generalizing works on national history, in the further development of state policy and lawmaking activities, in the preparation of training manuals, lecture courses and seminars.
