SUMMARYThe provinces of Tanganyika and Haut-Lomami, located in the north of the former province of Katanga, are among the poor provinces of the four provinces resulting from the division of Katanga; all socio-economic development parameters are worrying.The populations of these provinces live in abject poverty, the young people are forced to emigrate to the southern provinces to survive. It is a catastrophe!However, these two twin provinces, have the assets to be among the concretely rich provinces of the country. Their almost identical subsoil wealth, with a variety of coveted minerals, the exuberance of their flora and fauna, without forgetting the immense fishing wealth that characterizes both of them.The paradox is striking!Several development plans have already been elaborated, but without the slightest realization; and this simply because of the lack of sufficient financial resources.In this book, the author proposes a concrete strategy for development by self-financing of the provinces through the theory of "economic fission" and the creation of public enterprises.
