Expert testing, along with input from 189 residents and four chairmen, demonstrated a high success rate in task completion and time efficiency. While user satisfaction scored 1.33, below the 4.0 threshold, the responsive web portal proved effective and efficient, empowering barangays to embrace digital transformation.
