This book delves into the impact of the COVID-19 crisis on community mobility, which prompted an increased reliance on digital tools for accessing government services. Focused on implementing effective barangay services, the study employed a responsive web portal. Initially, the "4+1" architectural framework, including UML diagrams, laid the foundation. Researchers followed the responsive web design process, resulting in prototypes for real-time dashboards, news postings, document requests, citizen engagement, profanity detection, reports, surveys, item trading, and COVID-19 monitoring. Expert testing, along with input from 189 residents and four chairmen, demonstrated a high success rate in task completion and time efficiency. While user satisfaction scored 1.33, below the 4.0 threshold, the responsive web portal proved effective and efficient, empowering barangays to embrace digital transformation.
