È diventato membro del Parlamento (2006) e fino ad oggi è deputato nel Parlamento iracheno.H.M.Khalaf ha conseguito il dottorato in studi internazionali. È docente, capo del dipartimento di studi internazionali presso il College of Political Science (Università di Baghdad).
