The book is a result of a research carried out in Africa, Mozambique to understand the existing Dilema in Community Development including the key indicators and Variables that block the promotion of Rural and Community Development. Three working hypotheses were formulated to address the main research question. From the three hypothesis, one of it, is the disarticulation between the district entities and the local communities in defining policies, strategies and priorities hinders the successful promotion of community development".The empirical data analysis has led to the conclusion that all three identified factors impede the successful promotion of community development. As an overall conclusion, it's evident that the study presented facts and evidence to support the validity of the three hypotheses of this study.If the recommendations presented in this study are effectively implemented, Mozambique will be at the forefront of the fight against absolute poverty and in building asociety based on the principles of the 1948 Universal Declaration of Human Rights. If, on the other hand, these recommendations are not implemented, Mozambique will lag behind in this fight.
