It is certain that such measures are important, as they contribute to fair taxation, reduction of tax evasion, money laundering and terrorist financing. The fundamental principle of measures to be implemented is a full and mutual openness of states parties, which have concluded international agreements in the area of tax and bank information exchange, to exchange information regarding organizations and foreign citizens. There are different opinions regarding this concept, in particular on the rights of an owner of assets (money in the account, real estate, shares, etc.). However in general the regulation should find balance between human rights and global state financial and legal interests. Human Rights Resource Center with the partnership of NGO Lawyers Club has developed recommendations for NGOs to minimize the risks of accountability for violation of the legislation.

Dr. Maria Kanevskaya is Russian civil society activist and human rights lawyer. At the moment she serves as coordinator of the NGO Lawyers¿ Club, where she has been working since 2014. However, a major place in her career is occupied by the Human Rights Resource Center that she founded in 2008.
