A reflection on maintaining a basic social communication system during the transition period between governments. This option could promote greater efficiency and agility in government actions. In this way, there would be a better chance of guaranteeing the success of an organisation that depends not only on restructuring, but above all on people's commitment and willingness to communicate and relate. The current government's intention to implement a culture of change was verified, but without prioritising social communication. Bibliographical research was carried out using primary and secondary sources, as well as the strategy of observing the organisational environment.
