Before the partial attention of the Central State and Local Governments, the civil society reproduces agenciamientos in each of its territorial contexts, thus establishing socio-community policies for the benefit of its own inhabitants. Finally, the perceptions argued in the text show a continuous dispute of the authorities for power, but at the same time, the use of abuse against the local society.
