Up to 6 trillion roubles was allocated by the government to fight the financial crisis, the world price of oil has become cheaper, capital outflows from Russia have increased, and businesses are stopping. D. Medvedev proposed to change the Constitution and increase the term of office of the President up to 6 years, and that of the State Duma deputies - up to 5 years.
