On consequence of the development and increasing superiority of administrative law concepts in the last 41 years has been the development of judicial control over the administrative process. The development of administrative law in a constitutional democracy is usually influenced by the Judiciary in its enduring task of maintaining the implications of natural justice (i.e. legitimate expectation). The term 'Legitimate expectation' was first introduced by Lord Denning in 1969 and from that it has assumed the position of a significant doctrine of public law in almost all jurisdictions.
