However, due to topographic, environmental and political constraints much of this highly productive region is threatened by drought, saline groundwater and drainage disposal. In 1984 State and Federal government agencies established San Joaquin Valley Drainage Program (SJVDP) to investigate drainage related problems and to develop possible solutions. The recommendations of SJVDP included: i) source control; ii) drainage reuse; iii) evaporation ponds; iv) land retirement; v) groundwater management; and vi) discharge to the San Joaquin River. The purpose of this research was to investigate how SJVDP works at institutional and farm levels, in order to draw lessons to other arid areas, in particular to Khorezm region in Lower Amu Darya, Uzbekistan. Past and current water management strategies were examined in both case areas, consequently it assessed whether these strategies enhance or constrain sustainable irrigated agriculture. To analyze and discuss of research used consequently the water management development paradigms and three dimensions of sustainability of (Allan, 2000).
