As a decisive part in public administration, the training of cadres with high quality and relevance has a direct impact and makes it possible to improve the quality of processes, products and services. Therefore, it is essential to respond to this problem through a coherent system of continuous training for managers, which provides relevant responses to the needs of the institution and the processes it manages, its own characteristics and training needs, and the environment in which it develops. The objective of the work is to propose a procedure that contributes to the development of actions of preparation of cadres and reserves related to the economic preparation of the same ones, based on a practical approach in function of the solution of problems in the economic context of the entity, sustained in the necessities of change and in the demands that the strategic design of the organization demands, being helped in its validation and practical materialization in the application of diverse forms of preparation, that respond to the objective that is tried, those that are framed in the approaches of preparation and overcoming of cadres and reserves.
