Dr. Furaha Ngeregere Lugoe ist Tansanier. Von Beruf ist er Geodät/Geomatiker mit einem M.Sc.-Eng. der Moskauer Staatlichen Universität für Geomatik und einem Doktortitel der Universität von New Brunswick, Kanada. Dr. Lugoe ist ein pensionierter Akademiker. Er ist seit über 25 Jahren als Berater in landbezogenen Disziplinen tätig.
