It covers all system levels and draws upon the knowledge and insights of a wide range of leading Cambodian and foreign scholars. The book focuses on how the system has developed and is making progress. Significant achievements over the past two decades are evident, but many problems remain, including the poor quality of teaching, research and institutional management. Under-funding is an ongoing obstacle, but so too is a bureaucratic culture of resistance to change, a history of weak governance, and an anti-reform sentiment deriving from a teacher-centred and exam-driven curriculum. Achieving international standards must now be the system's highest priority. To this end, the system must rid itself of conservatism, complacency and manipulation by parochial vested interests.

Education in the Asia-Pacific Region: Issues, Concerns and Prospects 64
Vincent McNamara has for almost 30 years been a consultant, policy analyst, and senior advisor for a succession of high-level planning and evaluation projects in Cambodia. Before working in Cambodia, he was a senior executive within ministries in Papua New Guinea and Australia. He was awarded an Order of the British Empire in 1977 for his service to educational leadership. He has also been recognised as a Fellow by the Australian College of Education. Martin Hayden is an Emeritus Professor of Higher Education at Southern Cross University, Australia. He has published extensively on higher education policy issues in Australia and Southeast Asia. Since 2005, he has been actively engaged as a higher education consultant across the Southeast Asian region, including Cambodia, working on projects funded by the Asian Development Bank, the World Bank, the ASEAN Secretariat, the Belgian Government, the Australian Government, and various others.
