Education for children with special needs is an important aspect of any education system.Through this work the researcher has tried to delve into the system of education for children with blindness in Kolkata (India) and Tokyo (Japan). It is quite necessary to understand the similarities and differences from the social and cultural perspective so that the practices can be implemented wherever necessary. The system of education included the nature of the Special Schools for the Blind, extent of enrolment, curriculum, nature of teaching method, system of examination, teaching equipments used and the system of Inclusion. Purposive Sampling Technique was used. 6 Special Schools for the Blind, 50 teachers from these schools and 100 blind children were chosen from both Kolkata and The study pointed out whether and to what extent changes can be brought about into the system of education of children with blindness.

Ritwika Laskar completed her Post Graduation from the University of Calcutta in the year 2007 followed by her Ph.D in the year 2014. Her area of specialisation includes education of children with special needs. She is recipient of Endeavor Research Fellowship (2016) awarded by the Department of Education and Training, Australia.
